What Bridge Inspectors Check in Reinforced Concrete Construction

Bridge inspectors document concrete defects by component, location and severity, and may use close-up access or testing to establish their extent.

Bridge inspectors check concrete for cracking, scaling, spalling, delamination, exposed reinforcement and other signs of deterioration, then document where defects occur and how extensive they are. What a defect means depends on its location, dimensions, condition and context—not simply on whether it is visible. In the United States, the National Bridge Inspection Standards (NBIS) apply to highway bridges on public roads; requirements elsewhere may differ. FHWA’s bridge inspection resources provide the federal context.

What concrete deck inspectors look for

The deck is the concrete surface that carries traffic. FHWA’s Recording and Coding Guide identifies several conditions inspectors may record, including:

  • Cracking, with its pattern and location considered in context.
  • Scaling, leaching and chloride contamination.
  • Spalling and delamination.
  • Potholes and partial- or full-depth failures.

These conditions can have different causes and implications. A visible surface defect does not, by itself, establish how deep deterioration extends or whether the deck’s capacity has changed. See the FHWA Recording and Coding Guide and NBIS material.

What inspectors check on concrete members and reinforcement

On concrete beams, columns, piers and other members, inspectors look for cracks, deterioration, spalls, delaminations and exposed reinforcing bars. They also assess whether exposed reinforcement has measurable section loss. FHWA’s SNBI defect guidance distinguishes between conditions that may look similar but differ in severity: a small, sound spall is not equivalent to a large, unsound one, and exposed rebar without measurable loss is distinct from exposed rebar with measurable loss.

Cracks also need description, not just a checkbox. Inspectors consider width, spacing, location, orientation and whether the pattern appears structural or non-structural. The presence of a crack alone does not determine its severity. FHWA’s SNBI guidance and Long-Term Bridge Performance (LTBP) concrete assessment protocols provide inspection context.

How inspectors document and classify defects

Inspection records identify the affected component and the defect’s location and extent. For spalling, FHWA’s LTBP protocol calls for recording the relevant element and area. Useful observations include dimensions, the condition of the surrounding concrete and whether reinforcement is exposed. In available records, inspectors may also compare the finding with earlier observations to assess whether it appears stable or has changed.

FHWA’s SNBI guidance gives examples of defect severity, not a stand-alone verdict on a bridge’s safety:

Observed condition SNBI example category
Small, sound spall or patched area Minor
Large, unsound spall or distressed patch Moderate
Exposed reinforcement without measurable section loss Minor
Exposed reinforcement with measurable section loss Moderate

These examples are from FHWA’s SNBI defect guidance. A defect category does not predict failure or replace an engineering assessment.

FHWA’s National Bridge Inventory condition-rating overview describes a scale from 9 (excellent) through lower ratings associated with progressively more serious deterioration. On that scale, 5 is fair: primary elements are sound but may show minor section loss, cracking, spalling or scour. A rating of 4 is poor, indicating advanced section loss, deterioration, spalling or scour. These are component-condition classifications, not direct public-safety conclusions. When close-up access or additional testing is needed

A routine visual inspection may not reveal the extent of a suspected defect. FHWA describes an in-depth inspection as a close-up, hands-on examination of one or more members to find deficiencies that routine procedures may not readily show. Depending on the bridge and assignment, access can involve under-bridge inspection equipment, staging, workboats, divers or riggers. FHWA’s inspection resources explain these approaches.

FHWA’s 2022 NBIS Questions and Answers, answer A313-6, says special equipment is necessary when it provides the only practical means of access needed to identify defect extent and severity. Depending on what must be established, inspectors may also use nondestructive, physical or chemical tests. The appropriate method depends on the inspection question and access conditions; a test is not a substitute for documenting what was observed. See the FHWA NBIS Questions and Answers.

Sounding suspected spalls and delaminations

For a suspected delamination or spall, FHWA’s 2016 LTBP protocol describes striking the concrete surface with a sounding hammer and listening for hollow-sounding areas. A hollow response can help identify areas for closer assessment; it does not alone establish the full depth, cause or structural significance of a defect. Why a concrete checklist is not a full bridge inspection

Inspectors assess the bridge as a system, within the scope of the inspection. In addition to concrete, relevant checks may include bearing condition and alignment, settlement, scour and collision damage. Which components and conditions are examined depends on the bridge and the inspection assignment. FHWA’s bridge inspection and condition-rating material describes this broader context.

How inspection findings relate to load ratings

Inspection and load rating are related but separate activities. A load rating evaluates a bridge’s capacity under specified assumptions; inspection findings provide evidence about its present condition. FHWA’s synthesis report explains that cracking or spalling may affect load-rating calculations if deterioration reduces the concrete section, and field observations can corroborate a rating below design loads. That does not mean every crack requires a rating change, or that visual inspection alone establishes safe capacity. A change in a structural element’s condition is one possible reason for re-rating under FHWA’s NBIS guidance. See the FHWA load-rating synthesis and NBIS Questions and Answers.

What readers should take from an inspection report

When reviewing findings, look for the component and precise location, defect type and dimensions, severity, reinforcement exposure or section loss, and comparison with prior records where available. The report should also make clear whether ordinary visual access was enough or whether close-up access or supplementary testing was used. These details help explain what was observed; questions about a particular bridge should be directed to its owner or a qualified bridge engineer using the current inspection record and applicable procedures.
