How to Assess Whether a Vacant Commercial Property Is Suitable for Retail Redevelopment

A practical England-focused framework for screening a vacant commercial property for retail redevelopment, from planning status and customer access to constraints, control and viability.

A vacant commercial property is a retail redevelopment candidate only if the proposed use fits planning policy and customer needs, the building and site can support it, control and access are workable, and the scheme can be delivered at a credible cost. In England, start by defining the retail format, then assess planning, location, physical constraints, availability and viability separately. A desk review can identify risks; it cannot replace surveys or determine whether permission will be granted.

This framework is for England. Planning rules differ elsewhere in the UK and in other jurisdictions. “Retail redevelopment” may mean changing or intensifying a building’s use, or carrying out wider redevelopment that includes retail. The intended format, scale and works affect the assessment.

1. Define the retail proposal before assessing the property

Write down what the site must accommodate. A small high-street shop, convenience store, showroom and bulky-goods retailer can have different locational, access and servicing needs.

  • Retail format and approximate gross floorspace.
  • Likely customer catchment, opening pattern and customer arrival modes.
  • Delivery frequency, vehicle types, loading arrangements and any required parking.
  • Ancillary uses and proposed outdoor areas or signage.
  • Whether the project involves a change of use, building work, demolition or a combination.

Without a defined proposal, it is difficult to judge whether the site, access or local policy is suitable.

2. Establish the planning baseline

Vacancy alone does not establish a right to use or redevelop a property for retail. Check the lawful current use, planning history, relevant local plan policies, site designations and town-centre boundaries. In England, building operations and material changes of use fall within the planning system; whether a change of use is material is a matter of fact and degree. See the UK Government’s guidance on when permission is required.

Do not assume that interior work is automatically exempt from other controls. Listed-building consent and building regulations may apply separately from planning permission. For the specific property and proposed works, confirm the position with the local planning authority and appropriate advisers.

3. Test location, customer access and retail fit

Assess whether the location can serve the intended customers and whether it aligns with the area’s planning strategy. Useful indicators include:

  • Relationship to the town centre and the local plan’s centre boundaries or allocations.
  • Catchment, pedestrian flows, public transport and road access.
  • Access for people with different impairments or health conditions.
  • Local retailer representation, vacancy, rents, safety and environmental quality.
  • Customer patterns and the likely fit between the proposed format and surrounding uses.

These indicators help screen a location; they do not by themselves establish a sales forecast. UK Government town-centre guidance describes the sequential approach as directing main town-centre uses to town-centre locations first, then edge-of-centre locations where suitable town-centre sites are unavailable, and then out-of-centre locations if neither is available, preferring accessible sites well connected to the centre. 4. Check sequential and retail impact requirements

For main town-centre uses, England’s planning policy prioritises town-centre locations. Whether a sequential test or retail impact assessment is required depends on the proposal, its location and the applicable development plan and national policy. Check the current local plan and the details of the scheme rather than relying on a generic threshold.

The NPPF published by the Ministry of Housing, Communities and Local Government on 29 September 2026 states a default impact-assessment threshold of 2,500 square metres gross where the development plan has no threshold. That figure applies only to qualifying out-of-centre retail and leisure proposals that are not on an allocated site; it is not a universal size limit or a measure of suitability. Consult NPPF Chapter 8 and verify the policy in force when preparing an application.

5. Inspect the site, building and constraints

A site can look promising on a plan but require substantial work before it can trade. Record what is known, what is suspected and what needs further investigation.

  • Building and layout: condition, configuration, structural concerns, usable floor area and compatibility with the proposed retail layout.
  • Site and access: boundaries, topography, entrances, loading, parking and neighbouring uses.
  • Services and ground: utility capacity and connection needs, ground conditions and any contamination history.
  • Environmental and heritage matters: flood exposure, ecology, heritage status and nearby sensitive uses.
  • Operational effects: whether deliveries, customer movements, lighting or opening patterns could create conflicts with neighbours.

Potential constraints are not automatically fatal: some can be resolved through design, investigation or mitigation, while others may make a scheme impractical. Use property-specific checks and qualified advice. The Government’s site assessment guidance identifies survey and suitability factors to consider. Its flood risk and coastal change guidance addresses flood considerations, including those relevant to changes of use.

6. Confirm availability and control

Physical suitability is not the same as availability. Establish who owns or controls the property and whether the project can obtain the rights it needs. Review ownership, lease and tenancy interests, covenants, access rights, easements, ransom strips and any multiple-owner issues.

Government site-assessment guidance distinguishes suitability, availability and achievability. A site may suit the proposal physically but be unavailable on workable terms or difficult to deliver. A red/amber/green rating can help compare sites if each rating is supported by reasons and evidence; it is a screening aid, not a formal planning decision. See Stage 2: Assessing sites.

7. Test whether the scheme is viable

Compare expected development value with the full cost of delivering the proposal. Include construction, professional and finance costs, land value and a realistic return, as well as site-specific items such as remediation, heritage work, infrastructure connections and relevant policy obligations. Base assumptions on local market evidence and show where costs, timing or value remain uncertain.

A potentially suitable site may still fail commercially if abnormal works or mitigation costs outweigh the value the completed scheme can support. The Government’s viability guidance sets out the value-and-cost approach.

8. Compare candidate properties consistently

When assessing more than one property, use the same factors for each and record the source, date, confidence and next investigation alongside the finding.

Assessment factor What to compare
Planning and location Town-centre position, local policy, catchment and access.
Customers and operations Pedestrian and transport access, accessibility for people with impairments, delivery and servicing, and parking.
Building and site Layout, condition, utilities, ground conditions and scope of work.
Constraints Flood risk, contamination, heritage, ecology and effects on neighbouring uses.
Delivery Ownership or lease control, access rights, availability and achievability.
Economics Mitigation and infrastructure costs, development value and residual viability.

9. Make a conditional suitability decision

Classify the property according to what the evidence supports, and state what would change the classification.

  • Potentially suitable for further work: no decisive issue has been identified at the screening stage, but key surveys, consents or commercial checks remain outstanding.
  • Suitable subject to named actions: the proposal appears workable if specified mitigation, rights, approvals or investigations are secured.
  • Currently unsuitable: a critical constraint appears unresolvable, control cannot be obtained on workable terms, or the scheme does not appear commercially viable.

For an actual property, the decision should be grounded in its address and proposed format, planning history and local policy, measured plans, condition information, title or lease and access documents, servicing and utilities, relevant environmental checks and a locally evidenced appraisal.
