Quieter work methods and equipment, dust suppression or ventilation, suitable temporary barriers, and considerate scheduling are more relevant than relying on household measures to control emissions from an active site.
Which controls can reduce dust and noise?
The most effective questions usually concern how the work is being done. The UK Health and Safety Executive (HSE) notes that controls used to protect workers can also reduce nuisance to others. Its guidance includes suppressing noise, choosing alternative work methods, using low-dust products, applying water suppression or exhaust ventilation, moving work off site where possible, and placing solid barriers beside public areas. Dust: control it where it is created
- Ask whether the project can use lower-dust materials or methods.
- Ask whether water suppression or exhaust ventilation is appropriate for the task.
- Where practical, ask whether any work can be done off site or behind a suitable enclosure or solid barrier.
The right measure depends on the work and site. The guidance describes site controls; it does not establish that closing your windows, buying an air cleaner, or wearing a mask will control dust coming from nearby construction.
Noise: change the process before relying on distance
HSE recommends eliminating a noisy process or substituting a quieter one where possible. Other controls described in its guidance include quieter equipment, temporary shields or sound barriers, separation or exclusion, scheduling, and equipment maintenance. HSE construction noise guidance

Ask which noisy tasks can be avoided or carried out with quieter equipment, and whether a temporary barrier or different schedule would suit the site. Barriers and distance may help in appropriate settings, but they are not a guaranteed fix for every property or activity.
How should you raise the issue with the site?
Start with the responsible project contact if one is available. A site notice, letter, or project update may identify the builder, site manager, or project manager. Describe what you are experiencing in specific terms and ask what controls and schedule apply.

- Identify the activity. Note whether the issue is dust, machinery, deliveries, demolition, vibration, or another disturbance.
- Record when it happens. Write down dates, start and end times, how often it occurs, and how it affects you. Avoid relying on a general description such as “all day” if you can note particular periods.
- Contact the site representative. Explain the location and impact, then ask what source controls are in place, whether timing can be adjusted, and who will follow up.
- Keep a record of the response. Save relevant messages and note any commitments or changes to the schedule.
These details can also help if you later report a continuing nuisance to the appropriate local authority.
What about working hours and noisy deliveries?
There is no universal construction work-hour schedule. HSE says local authorities often limit operating hours and that planning permission may include conditions. The applicable rules depend on where the project is and on its permissions or local requirements. HSE, noise in construction

As a jurisdiction-specific example, EPA Victoria’s published normal hours for residential construction and demolition are weekdays from 7 a.m. to 6 p.m. and Saturdays from 9 a.m. to 1 p.m. Exceptions and council requirements may apply, so check the current rules for the site rather than treating those hours as a general standard. Being within ordinary hours does not automatically mean every activity is reasonable. EPA Victoria notes that duration, intensity, timing, and circumstances matter; examples include early deliveries and prolonged jackhammer use. You can ask the site manager whether especially noisy tasks or vehicle movements can be scheduled for less sensitive times and whether neighbours can be notified in advance. How do you report a continuing nuisance?
If speaking with the site does not resolve an ongoing problem, check your local council’s environmental health or nuisance-reporting route. In the UK context covered by GOV.UK, councils can set conditions for construction or demolition noise, including limits, the use of plant or machinery, working hours, and steps to minimise noise. When reporting, provide dates and times, describe the activity and its effects, and include any contact with the builder. Ask the authority what information it needs and what process applies locally; complaint routes and enforcement powers vary by jurisdiction.
What should you do about construction vibration?
Vibration can be short-term, long-term, or intermittent, and its significance depends on the circumstances. If it concerns you, note when it occurs and which activity is underway, then contact the project manager and the relevant local authority if it continues. The guidance cited here does not establish a universal resident vibration threshold or a general method for proving building damage. If you suspect structural damage, seek advice from a qualified technical professional.
