Plan training continuity before construction begins: identify which squads must train, what facilities and support they need, and how long each part of the site will be unavailable. Then compare an alternate venue, temporary facilities and phased construction against availability, safety, travel, operating cost and the contractor’s ability to work. The right arrangement depends on the club, site and project; there is no universal best option.
Make continuity part of the project brief
Treat training availability as an operating requirement alongside the construction scope, budget and completion date. UEFA’s 2021 guide to training-centre design and management emphasizes that projects are unique: objectives, jurisdiction, budget, land and other constraints shape the solution. It also identifies a multidisciplinary project team as a success factor.
Set out the sporting and operational objectives before choosing a construction sequence. Record which squads and other users need access, their weekly schedules, seasonal peaks, and the pitch, indoor-training, changing and medical provision they require. Include accessibility and safeguarding needs. The result should be a clear account of the service the club must maintain, not simply a list of buildings to replace.
UEFA Deputy General Secretary Giorgio Marchetti described the guide’s purpose as “The aim of the [document] is to provide a step-by-step guide to training centre design, construction and management that sets out the key concepts to consider when planning the development of such a facility from a sporting and operational perspective.” UEFA’s 2021 announcement described a landscape of 950 training facilities used by 673 clubs across European football. That is a count of facilities and clubs, not evidence about construction interruptions or the success of continuity plans.

Check the availability rules that apply to the club
For UEFA licence applicants, Article 34 of the 2026 Club Licensing and Financial Sustainability Regulations, effective 1 June 2026, requires training facilities to be available to the applicant throughout the year and usable by all its teams during the licence season, taking the youth development programme into account. A club that does not own its facilities must provide a written contract with the owner.
Check the applicable edition, licensor’s interpretation and any national or local requirements for the specific club. UEFA’s rule applies in its licensing context; it should not be assumed to describe every federation’s requirements. For UEFA applicants, check Article 35’s minimum-infrastructure criteria as well as Article 34 when defining the interim arrangement.

Choose how training will continue during the work
Clubs can use another existing venue, provide temporary facilities, phase construction to retain usable areas, or combine approaches. Compare the options against the same operating needs rather than treating a temporary pitch or building as a complete substitute by default.

The table is a planning comparison, not a published ranking. UEFA’s guidance calls for project-specific decisions, and its licensing rules focus on availability rather than prescribing one construction solution.

Map the full service players and staff need
An interim setup must preserve the functions the club actually requires—not just access to grass. Map each facility and service against the squads using it and the dates it must be available.
- Training space: pitches, indoor space and any other areas needed for the planned sessions.
- Player support: changing, medical provision and recovery space appropriate to the club’s use.
- Safe operation: player, staff, visitor and contractor routes; security; safeguarding; and emergency access.
- Site services: utilities, staffing, maintenance and the arrangements for opening and closing facilities.
- Schedule and travel: capacity for all relevant teams, journey times at actual training hours, and seasonal peaks.
UEFA and FIFA training-site guidance identify planning and operational considerations including safety, security and maintenance. Apply those principles to the club’s project, while checking the actual jurisdiction’s planning, building, construction-safety, access and safeguarding rules.

Compare options against delivery as well as continuity
Use one decision framework for each proposed arrangement. It helps expose costs and dependencies that can be missed when a proposal is judged only by whether a pitch appears available.

Build the estimate from the actual project scope and period. The available guidance does not establish a universal cost model, temporary-facility price or continuity success rate, so avoid treating another club’s projected timeline as a benchmark.

Sequence approvals, construction and the move
- Confirm requirements and constraints. Have football operations, facilities, medical, safeguarding and construction leads agree which users and services must remain available, and when.
- Map closures and interfaces. Mark when each facility closes, contractor access and delivery routes, service interruptions, player routes and emergency access. Plan physical separation between football activity and construction.
- Secure permissions and arrangements early. Identify owner consent, planning, building, utility and licensing approvals for each option. Put venue availability or use arrangements in writing where required.
- Procure and sequence the work around readiness. Tie site clearance and construction phases to confirmed operating arrangements, rather than assuming replacement facilities will be ready on a hoped-for date.
- Assign operational ownership. Name a project lead and accountable leads for football operations, facilities, medical, safeguarding, construction coordination and communications. Set schedules, maintenance responsibilities, escalation routes and a trigger for moving teams if an interim arrangement becomes unavailable.
- Rehearse the changeover. Walk player and staff journeys at training times; verify access, communications and support spaces; and confirm the construction-separation plan before switching operations.
What Brentford’s temporary-facilities plan illustrates
In an announcement dated 11 February 2022, Brentford FC said it would seek permission first for temporary facilities for its first team and B team while it developed longer-term plans for a permanent Performance Centre. The club said permanent construction could take up to two and a half years, described the temporary facilities as serving for up to five years, and explained that delivering them early could save time and allow construction to use breaks in the playing schedule.
Those figures were the club’s forecasts and rationale in that announcement; they are not general project benchmarks or proof of the eventual construction outcome. The example illustrates why temporary provision, permissions and construction sequencing can be considered together, not that the same approach or timeline will fit another club.
Keep the plan specific to the site and jurisdiction
UEFA’s best-practice guide does not replace applicable laws and regulations. FIFA guidance also emphasizes operational planning, maintenance, funding and safety. A club should verify local planning and building rules, access requirements, safeguarding duties, construction-safety obligations and licensing specifics with the relevant authorities and licensor before committing to a solution.
