Start by establishing what teaching capacity the school actually needs—not by counting rooms or drawing an addition. Compare enrollment and instructional programs with usable capacity, assess the existing buildings and site, then test feasible options against educational, safety, accessibility, operational and approval requirements.
How do we know whether our school needs more classrooms?
Document the educational need before choosing a building solution. Gather current enrollment and credible forecasts, grade configuration, curriculum and program requirements, class-size policies, and the way teaching spaces are used during the school day. Include specialist and support-space needs, such as spaces required for special education or particular programs.
Then compare enrollment with capacity by room type and educational program. Capacity is not simply the number of rooms on a plan: a room may be unsuitable for a particular class, program or age group, and scheduling affects how much of the estate can be used. Seattle Public Schools, for example, factors teaching-space types and class sizes into its method; its secondary-school calculation also reflects a six-period day. Use enrollment projections together with an assessment of existing facilities to substantiate demand. New York State’s long-range planning guidance, for example, calls for educational philosophy, grade patterns and program requirements to inform planning. Its guidance also requires a Facilities Needs Assessment Summary for a new school, an addition or substantial alteration of educational spaces; that requirement is specific to New York. What should the campus assessment cover?
Review the buildings and grounds as an operating school, not just as a potential construction site. A facilities planner or educational architect can help document existing conditions and translate program needs into a site and room brief.
- Teaching spaces: room size and shape, current use, fixed furniture, technology, environmental conditions and suitability for the intended program.
- Buildings and services: building condition, utilities and other infrastructure, circulation, security and the effect of construction on day-to-day campus operations.
- Grounds and access: safe arrival and departure, roads, parking, playfields, outdoor learning, property boundaries, adjacent land uses, topography and drainage.
- People and operations: views from facilities staff, teachers, pupils, visitors and other stakeholders, alongside any temporary teaching or movement arrangements that construction may require.
A campus plan should show current and proposed buildings and grounds, access routes, parking, outdoor areas and possible future expansion. California’s site-analysis guidance describes these elements as part of assessing site use; New York’s site guidance also identifies property boundaries, neighboring uses, topography and drainage. Which expansion options should the school compare?
Compare options against the same educational, site and operational criteria. Depending on local circumstances, the alternatives may include:
- Reconfigure or modernize existing space: assess whether changes to the current estate can provide suitable teaching capacity without compromising other programs.
- Build a permanent addition: test whether the site, services and circulation can support an addition that fits the school’s longer-term educational needs.
- Use modular classrooms: consider these where a flexible response to growth, an emergency or temporary decanting during capital work is relevant. A modular room is not automatically suitable; its location and connection to the campus still need careful assessment.
- Balance capacity across a school network: where the school is part of a district or wider system, examine whether enrollment adjustments or other network-level measures are available and appropriate.
These are possibilities, not universal choices. Seattle Public Schools describes additions, modernization, portable classrooms and boundary changes as measures used in its district context. Victoria’s modular-classroom guidance describes modular facilities as one response to growth, emergencies or temporary decanting. Availability, approvals and fit depend on the school owner and local rules. How can the school test whether an option will work?
For each alternative, test whether it delivers usable capacity for the intended grades and programs and fits safely into the existing campus. Check the following before advancing a preferred concept:
- Education: Does the option support curriculum, specialist spaces and the required relationships between rooms?
- Site and services: Can it fit without blocking emergency access, utilities, circulation or other essential campus functions?
- Safety and inclusion: Are routes and spaces accessible, inclusive and safe for pupils, staff and visitors?
- Learning environment: Can the design provide appropriate natural light, ventilation and thermal comfort, as well as the required security?
- Outdoor space and hazards: What happens to play and outdoor learning areas, and are flood, bushfire or other locally relevant risks present?
- Operations and adaptability: How will construction affect the open school, and can the solution adapt if enrollment or educational needs change?
- Whole-life implications: Compare project and ongoing operating implications alongside delivery timing. Do not rely on a cost-per-classroom figure or a schedule unless it is supported by project-specific information.
Victoria’s modular-siting guidance considers safety, physical constraints, curriculum, health and wellbeing, climate-related risks, surrounding-school impacts, services and outdoor space. New South Wales’ school design guidance identifies accessible circulation, safe paths and arrival routes, natural light, ventilation, thermal comfort and flexibility for future growth. Those sources provide jurisdiction-specific guidance, not a universal building standard. What belongs in the educational brief and site plan?
Once the need and feasible options are clear, prepare an educational brief (sometimes called educational specifications) that gives designers and reviewers a usable description of the proposed facilities. State the intended room types and numbers, their functions and relevant sizes, specialist features, important adjacencies, and any community uses. Explain the enrollment and grade configuration, teaching methods and program requirements the design must support.
Pair the brief with a site plan showing how the proposal relates to existing buildings, grounds, services and access. Include parking and outdoor areas, construction and operational constraints, and a considered opportunity for future expansion. California’s school-facility regulations offer one formal example of educational specifications and plan review for covered projects; the requirements apply in that jurisdiction and context, not everywhere. Which approvals and delivery requirements apply?
Confirm the approval route before advancing design. The school owner or district facilities team can identify the authorities and reviewers for the location and project scope. Depending on jurisdiction, ask which requirements apply through local planning and building authorities, fire and accessibility review, and any state or regional education-facilities office. Also establish applicable funding and project-delivery requirements.
Requirements vary by location, funding and scope. New York’s Facilities Needs Assessment Summary requirement and California’s plan-review rules are examples of local processes, not a transferable checklist. Confirm current requirements with the agencies responsible for the actual campus.
How should the school plan construction and keep records current?
If the school will remain open during construction, coordinate safe routes and temporary teaching arrangements with the project team. Modular accommodation can serve a temporary decanting role in some circumstances, but the sources do not establish a standard phasing plan; the approach must be developed for the campus and project.
After an approved change, update campus drawings, the room inventory and capacity records. Keeping those records aligned with the completed site gives future enrollment and facilities planning a more reliable starting point.
