There is no universal span cutoff that determines whether an RCC box culvert or a small bridge is the better choice. The right structure depends on the crossing’s flood and channel behavior, ground conditions, loads, construction constraints, maintenance needs, environmental requirements and the road owner’s standards. Both alternatives need to be assessed using site data and qualified engineering review.
What is the difference between a box culvert and a bridge?
A reinforced-concrete box culvert is a buried, enclosed waterway integrated with the roadway embankment. A bridge spans an opening using a deck and supporting substructure. These describe their general forms; the road owner’s administrative definition may differ from the everyday distinction.
The shape alone does not settle which structure will work. A culvert must convey the required flow through its opening, while a bridge must be designed as a spanning structure and for the hydraulic and foundation hazards at its site. For either option, the design needs to address the crossing as a whole—not just the concrete dimensions.
Which factors should decide between them?

Does a 20-foot span mean it should be a bridge?
No. The often-cited 20-foot figure is a California-specific classification example, not a universal point at which a bridge becomes structurally preferable. In its buried reinforced-concrete box guidance, Caltrans says that a single-cell box with a clear span of 20 feet or less, or a multi-cell box with a total span of 20 feet or less, is considered a culvert for the cited classification purpose; specified larger-span cases receive a bridge number. The guidance is identified as a 2017 publication in the source material. Check the actual road owner’s current definitions and standards rather than applying this California rule elsewhere.

How should the project team make the choice?
- Confirm ownership and criteria. Identify the road owner, road function, required service, design life, traffic loading and applicable design, inspection, funding and approval standards.
- Survey the crossing and watershed. Establish hydrology, channel geometry and condition, floodplain constraints, debris and sediment conditions, and environmental requirements. Use the owner’s criteria for design and check flows rather than assuming a generic flood frequency.
- Investigate the ground. Obtain geotechnical information on foundation bearing, settlement, groundwater, erodibility, constructability and scour susceptibility. For buried reinforced-concrete boxes, consult the owner’s geotechnical requirements.
- Develop viable alternatives. Analyze a culvert and a bridge where each is feasible, including hydraulic performance, roadway effects, structural capacity, foundations, construction staging, inspection access, maintenance and risk.
- Compare on a consistent basis. Use the same service assumptions and project scope for lifecycle costs and non-cost effects. Include quantities, sequencing, maintenance, flood and failure risk, service requirements and environmental constraints; do not select on initial material price alone.
- Secure the required reviews. Confirm classification, design approvals, inspection obligations and funding standards with the road owner and relevant regulators before finalizing the design.
What can be concluded before site studies?
Only the decision framework—not a project recommendation. Without the location and owner criteria, watershed flows, channel information, geotechnical report, load requirements, environmental constraints, construction access and maintenance expectations, there is not enough information to select one structure responsibly. FHWA’s Hydraulic Design of Safe Bridges emphasizes the consequences of scour vulnerability: “The added cost of making a bridge less vulnerable to damage from scour is small in comparison to the total cost of a bridge failure.” That statement is from the FHWA publication and is not a project-specific cost comparison.
