PMGSY vs. State Rural-Road Schemes: Who Funds, Awards and Monitors the Work?

PMGSY combines category-based central and state construction funding with state-run procurement and layered quality checks. State rural-road schemes have their own funding, award and oversight rules.

PMGSY is a centrally sponsored programme, but state agencies—not a single central contracting office—prepare tenders and award its road contracts. The Centre and states share PMGSY construction costs according to the applicable state or Union Territory category; state and UT administrations carry the maintenance responsibilities set out in the relevant phase guidelines. A state’s own rural-road scheme is separate: its funding, contract-award authority and monitoring arrangements depend on that state’s current rules.

Who pays for PMGSY roads?

PMGSY construction is co-funded by the Centre and the state or Union Territory under category-based cost-sharing rules. The specific figures below are from the Ministry of Rural Development’s 2019 PMGSY-III Programme Guidelines; they describe PMGSY-III and should not automatically be applied to another phase or later programme guidance.

The same guidelines place the specified maintenance costs on the State or UT, including routine maintenance and later periodic renewal. The NRIDA PMGSY FAQ also identifies time-overrun and tender-premium differences among costs borne by states. For any specific road, check the guidelines for its phase and the contract and sanction records rather than assuming that the construction share covers maintenance or every cost overrun.

Who selects PMGSY roads and approves proposals?

Road selection follows PMGSY planning and approval procedures, not simply a contractor’s or local official’s choice. Proposals are drawn from programme priority lists and Core Network planning, with prescribed local and state consultation and technical scrutiny. State agencies prepare and transmit proposals; NRIDA samples and scrutinizes them, and the national Empowered Committee considers them through the programme process.

That division matters: national programme rules and proposal scrutiny do not make the Centre the procuring office for every individual road. The implementing state agency remains central to turning an approved proposal into a tender and contract.

Who invites bids and awards PMGSY contracts?

State-level Programme Implementation Units (PIUs) prepare tender documents, invite bids and award approved PMGSY road works under the programme’s adopted Standard Bidding Document. NRIDA’s FAQ describes contractor selection as open competitive bidding under the State Government’s tendering procedure; e-procurement is mandatory under the programme’s tendering provisions.

For a particular contract, the tender notice, award record and governing bidding document identify the actual procuring and approving authorities, deadlines, qualification rules and contract terms. Those records are more reliable for a named road than a general description of the national scheme.

Who checks PMGSY road quality and progress?

NRIDA describes PMGSY quality assurance as a three-tier system. The state or UT administration implementing the programme retains primary responsibility; national monitoring adds oversight rather than replacing state-level site management.

  1. First tier — PIU and contractor checks: The PIU or senior engineer in charge oversees quality control. The contractor carries out laboratory testing, while the PIU witnesses and records the required checks.
  2. Second tier — independent state inspection: The State Quality Control Coordinator and staff independent of the PIUs conduct periodic inspections.
  3. Third tier — national random checks: National Quality Monitors appointed by NRIDA carry out random quality testing.

OMMAS supports programme management and monitoring. Field and state units enter required information, and project details can also appear on programme and e-procurement portals. A record in OMMAS is useful for tracking reported progress, but it does not establish that central officials perform every site inspection or award each contract.

NRIDA’s FAQ describes a citizen complaint route and says works should display a board identifying the work, implementing agency, contractor, estimated cost and completion time. Check the current complaint procedure and the actual worksite notice before relying on a contact route or a displayed project detail.

How do state rural-road schemes differ?

“State rural-road scheme” is a category, not a single programme with rules shared across India. A state scheme may have its own budget, planning criteria, implementing department, procurement process and monitoring arrangements. The PMGSY framework cannot be used as a substitute for that state’s orders and tender records.

Question PMGSY A state rural-road scheme
Funding For PMGSY-III, the 2019 guidelines specify category-based Centre–State/UT construction shares; the State/UT carries the specified maintenance costs. Depends on the named state scheme’s current budget and orders; no nationwide share is established.
Planning and selection Programme priority lists and Core Network planning, followed by state preparation and national scrutiny and consideration. Depends on that state’s plans, eligibility rules and approval process.
Tender and award State PIUs invite bids and award approved works under programme procurement rules, including e-procurement. Depends on the named scheme’s department or agency and its tender and delegation rules.
Quality and progress oversight PIU/contractor checks, independent state-level inspection and random NRIDA-appointed National Quality Monitor checks; OMMAS supports monitoring. Depends on the state’s quality-control, reporting and grievance arrangements; do not assume the PMGSY tiers apply.
Maintenance State/UT responsibility for the maintenance costs specified in the applicable phase guideline. Must be established from the state scheme’s current maintenance policy, contract and budget documents.

Maharashtra example

Maharashtra’s Mukhyamantri Gram Sadak Yojana is a state government programme launched in 2015, alongside PMGSY. The state Rural Development and Panchayat Raj Department describes selection in relation to the state’s Road Development Plan and district core network. This is an example of one state’s planning approach, not a template for other states. The department’s displayed phase figures and milestones have time-sensitive or unclear reference dates, so do not treat them as current status without checking a newer government order or dashboard.

Bihar example

Bihar’s Mukhya Mantri Gram Sampark Yojana (MMGSY) is a separate state programme. Bihar’s Rural Works Department identifies the department and Bihar Rural Road Development Agency as implementation bodies for PMGSY and MMGSY, while describing a distinct funding context for the state scheme. The available programme description does not establish a funding formula that can be generalized to other states.

Who maintains a PMGSY road after construction?

The applicable PMGSY phase guideline assigns specified maintenance costs to the State or UT, including routine maintenance and later periodic renewal. That does not by itself establish the obligations for every individual road at every point in its life. To find who must address a defect or fund work on a particular road, check its contract, defect-liability and maintenance clauses, completion records, and the relevant state maintenance policy. NRIDA publishes maintenance policies separately by state and UT, so local arrangements need to be checked rather than inferred from another jurisdiction.

How to verify accountability for a particular road

Start with the road’s official name, package or tender number, district and scheme. Then trace the records that answer each responsibility question:

  1. Identify the scheme and phase. Use the sanction or programme record to establish whether the road is PMGSY or a state programme and, for PMGSY, which phase’s guidelines apply.
  2. Check the funding and approval basis. Look for the applicable scheme guideline, state budget or government order, and road sanction or approval record. A general state scheme label does not reveal the source or split of funds.
  3. Find the procuring authority and award. Use the live or archived e-procurement notice, bid documents and award record to identify who issued the tender, who approved the award, and the contractor and contract terms.
  4. Check construction and quality records. Review progress and inspection information in the relevant programme or state system, then compare it with site records and the worksite information board. A portal entry is a monitoring record, not a substitute for a physical quality check.
  5. Establish maintenance responsibility. Read the contract’s defect-liability and maintenance clauses alongside the state or UT policy and budget documents. The maintenance institution and funding after a contract period cannot safely be inferred from PMGSY’s construction cost share alone.

For a state-specific comparison, use that state’s latest department or cabinet order, budget appropriation, implementing-agency mandate, tender and award records, and quality-control and maintenance instructions. These documents establish who is accountable for the named scheme; one state’s arrangement does not establish a nationwide rule.
