They document the damage, assess whether traffic must be stopped or restricted, inspect critical components closely, and evaluate the bridge’s remaining load-carrying capacity. The bridge owner and qualified engineering team decide what traffic, if any, can use it under the applicable procedures. There is no single universal inspection result or numeric threshold that makes every damaged bridge safe to reopen.
What happens first after a truss bridge is damaged?
A potentially damaging event prompts an unscheduled damage inspection. Its first purpose is to establish whether emergency load restrictions or closure are needed, while also assessing the effort required to repair the bridge. FHWA’s Technical Advisory T5140.21 says the inspection scope must be sufficient to make those determinations.
Closing a bridge or restricting traffic is a protective decision while engineers establish what happened and what the structure can carry; it is not, by itself, proof that failure is imminent. Owners and engineering teams may need to calculate emergency restrictions in the field. The applicable response depends on the bridge, observed damage, and owner procedures.
What do inspectors examine?
For major damage, FHWA’s advisory identifies four central concerns: fractured members, loss of material (section loss), member misalignment, and loss of foundation support. Inspectors document what they find and verify field measurements and calculations. Where evidence is incomplete, further inspection or refined analysis may help establish or adjust interim traffic limits.

Close access, hands-on inspection, and testing
An in-depth inspection is close-up and hands-on. Depending on the damage, the team may need suitable access equipment and personnel to examine components directly. Nondestructive evaluation or other physical or chemical tests may be used when needed to establish whether a defect is present or determine its extent. A photograph or distant visual check cannot answer every question about a damaged connection or member.
Critical tension members and connections
Under the National Bridge Inspection Standards (NBIS) definition, a fracture-critical member is a steel member in tension, or containing a tension element, whose failure could cause part or all of the bridge to collapse. FHWA’s NBIS Q&A says a nonredundant steel tension member receives a hands-on inspection, with the inspector at arm’s length; nondestructive testing can supplement that examination. Such members may have limited ability to redistribute load after a fracture.

Not every truss member has this classification. It depends on the specific bridge, its analysis, and applicable procedures. In a steel truss without load-path redundancy, gusset plates—the plates that connect members—also matter to capacity. FHWA recommends checking gusset-plate capacity in relevant load-rating calculations, including those prompted by changed condition or dead load, posting or permit decisions, or significant structural changes.
Can drones determine whether the bridge is safe?
No. FHWA allows qualified personnel to use unmanned aircraft systems to supplement some inspection work, such as taking overview photographs. A drone cannot perform tactile examination, assess live-load response, or provide auditory cues. If aerial imagery reveals a concern, an inspector must investigate it physically. Drone imagery can help direct attention; it does not establish that a damaged structure is sound.

How do engineers decide whether traffic can use the bridge?
Engineers combine the inspection findings with the bridge’s structural system and a load rating where damage or changed conditions warrant one. A load rating evaluates safe load-carrying capacity and informs decisions about postings and permits; it is not simply a visual condition label. Unexpected-event damage is one reason FHWA identifies for a new rating. For a non-load-path-redundant steel truss, affected calculations should consider gusset-plate capacity.
The findings may support continued closure, restricted use, or unrestricted reopening. The decision factors include the observed damage and remaining uncertainty, whether critical tension members or connections are affected, calculated capacity and rating assumptions, permitted vehicles or loads, lane or speed restrictions, and any repair or monitoring requirements. The sources do not prescribe a single decision matrix: the owner and engineering team apply the evidence to the particular bridge.

Who sets closure and posting procedures?
The bridge owner’s documented procedures govern closure and posting decisions. FHWA’s NBIS Q&A says owners must document general criteria for when a bridge must be closed, as well as the process, responsible groups, and timelines for closing it.
For load-posting signs, FHWA’s 2023 explanation of 23 CFR 650.313(l)(2)–(3) sets a maximum 30-day window for installing or correcting a damaged, missing, or inaccurate sign. That deadline concerns the sign; it is not permission to wait before taking an urgent closure or traffic restriction when safety requires one. FHWA says prioritization depends on risk and urgency.

Why an apparently intact bridge may still need more inspection
The absence of an obvious visible fracture does not establish that a damaged bridge can reopen. Defects may require close physical examination or testing to identify, and capacity depends on more than what is visible in an overview image. Engineers must consider the damage measurements, structural system, and applicable load-rating and owner procedures together.
FHWA’s Technical Advisory 5140.27, issued August 2, 2007 after the I-35W collapse, urged immediate reinspection of steel deck truss bridges with fracture-critical members. That was a targeted advisory issued in response to the uncertainty at the time, not a current blanket instruction covering every truss bridge.
What supports a defensible reopening decision?
A defensible decision rests on documented inspection findings and engineering analysis under current federal, state, and owner requirements. The responsible owner and engineering team determine whether traffic may return, which loads or lanes are allowed, and whether repairs or monitoring remain necessary. The available federal guidance describes this process but cannot determine the safety of a particular bridge without its plans, damage inspection, measurements, structural analysis, rating, jurisdiction, and owner decision.
