A large travel center can require changes beyond its property line, but the effects depend on the actual site plan, traffic forecast, utility capacity, drainage design, and the agencies that control the roads and permits. Without those project-specific records, it is not possible to say whether nearby roads need upgrades, whether water or sewer service must be extended, or what stormwater controls will be required.
Will a travel center increase traffic on nearby roads?
It will generate vehicle trips, including truck trips, but the useful question is how those trips reach the site and affect specific roads and intersections. A local transportation impact study typically examines access and internal circulation as well as off-site improvements needed to accommodate development-generated travel. For a freight-intensive use, truck movements should be analyzed explicitly rather than folded into passenger-car estimates. FHWA describes potential study topics including trip generation and distribution, access, loading and circulation, and heavy-vehicle performance (FHWA freight and land-use planning).
That work should use the proposal’s own assumptions and the requirements of the relevant jurisdiction; it does not imply a fixed package of road improvements. Key questions include where trucks turn, whether site queues can be contained on the property, how nearby intersections and ramps operate, and whether drivers have adequate sight distance at the entrance.
Trucks are important to the national freight system: FHWA, citing BTS Freight Facts and Figures for 2022, reports that more than 73 percent of U.S. goods by value and more than 67 percent by weight moved by truck (FHWA freight planning). Those national figures provide context only; they do not predict traffic at a particular travel center.

Truck parking and circulation
Truck parking affects public roads when drivers cannot find designated spaces. FHWA identifies shoulder and exit-ramp parking as a safety concern and notes that heavy vehicles can damage shoulders not built for parking (FHWA truck parking overview). A project review can therefore examine the proposed parking supply, internal circulation, and whether trucks can enter, queue, fuel, and exit without spilling onto public roads. A new center should not be assumed to solve a regional parking shortage without evidence of demand and capacity.
Does a travel center automatically get a new interstate connection?
No. Being near an interstate does not itself grant a new connection. If a proposal creates or revises access to an existing Interstate, FHWA policy calls for a documented operational and safety analysis using current and planned future traffic. The analysis can cover the mainline, ramps, ramp intersections with cross streets, and the local street network. Planning and environmental review must occur before final federal approval (FHWA Interstate access policy; FHWA Interstate access review guidance).

This federal policy is specific to Interstate access. It should not be read as requiring FHWA approval for every local driveway. The road owner and applicable state or local authorities determine the review and permit path for other access points.
Driveway design at the road edge
Access design also affects safety and drainage. FHWA guidance identifies sight distance, driveway density, vehicle circulation, and surface stability as relevant checks. Driveways should be crowned, ditched, or fitted with culverts as needed to direct water toward shoulders or roadside ditches rather than onto the roadway. Exposed or protruding culverts can pose roadside hazards if not appropriately designed or shielded (FHWA driveway and access-management guidance). These are design considerations, not evidence of a known problem at an unidentified site.

Will water and sewer service need to be extended or upgraded?
That depends on the service provider and the specific location. There is no standard travel-center water or sewer demand that establishes what a local system can supply, and general planning guidance cannot show whether a particular network has spare capacity. FHWA notes that access to municipal water and sewer can influence development attractiveness (FHWA land-use forecasting guidance); it does not establish service availability for an individual project.
The utility provider would need to confirm whether service is available, whether capacity is adequate, where connections can be made, whether extensions or upgrades are needed, and who would be responsible for them. A site utility plan and provider capacity letter are more informative than assumptions based on nearby development.
How does a travel center handle stormwater?
The drainage review starts with the developed site’s runoff and its path to a receiving area. The design needs to account for the site’s drainage area, soils, receiving waters, downstream constraints, and the permit criteria that apply locally and at the state level. The driveway and culvert design must also avoid directing surface water onto the public road.
Stormwater rules vary by jurisdiction and project. EPA’s 2018 transportation stormwater permit compendium describes programs that can include construction and post-construction requirements for new development and redevelopment (EPA transportation stormwater permit compendium). Its discussion of roadway runoff identifies possible pollutants such as suspended solids, nutrients, metals, and petroleum-related compounds; the mix varies with road size, traffic, location, deicing, and vegetation management. That transportation-program overview does not determine the permit coverage or design standard for a private travel center.

Without the project’s drainage model and permit determinations, no runoff volume, flood risk, treatment device, or detention requirement can be stated reliably. The applicable reviewing authority must assess the proposal against the actual site and receiving conditions.

To establish project-specific effects, look for the plans, forecasts, provider responses, and approvals that connect the proposed development to public infrastructure. The responsible road owner, utility providers, and permitting authorities should be identified by name.
- Traffic impact analysis, including its assumptions, truck-trip and parking estimates, turning movements, queues, and intersection or ramp operations.
- Access permit status and comments from the road owner, including any required off-site improvements.
- Water and sewer capacity letters, connection locations, site utility plans, and any documented extension or upgrade responsibilities.
- Drainage and stormwater plans, supporting hydrology, downstream review, and applicable construction and post-construction permit determinations.
Until those records are available, the specific consequences for nearby roads, utilities, and drainage remain unresolved. The general review questions identify what must be checked; they do not establish that a particular road, utility, or drainage system will require an upgrade.
