To plan driveway access for a commercial development on a busy road, involve the agency that controls the road before fixing the site layout. Gather roadway and site information, screen possible entrance locations for visibility and geometry, and compare ways to limit conflicts—such as consolidating driveways or restricting certain turns. The final location and design must meet the controlling agency’s current requirements.
1. Identify the road authority and permit process
First determine whether the frontage road is controlled by a state, county, municipality, or another authority. Ask that agency for its current driveway or access permit requirements, review process, and criteria for any traffic analysis. The Federal Highway Administration (FHWA) notes that state and local agencies establish access rules and may restrict driveway placement, design, and construction.
Do this before committing to an entrance location or finalizing the site plan. There is no single spacing or sight-distance value that can be applied to every commercial driveway: applicable criteria depend on the road authority and the conditions at the site.
2. Assemble the site and roadway context
Prepare a location sketch and collect the information needed to assess how the entrance will work on the corridor and within the property. FHWA’s driveway access-management guidance identifies factors such as roadway speed, traffic, nearby access points, and site characteristics.

- Roadway operating speed, traffic volume, and vehicle types, including heavy vehicles.
- Pedestrian and bicycle activity along and across the road.
- Existing driveways, nearby intersections, and neighboring parcel boundaries.
- The development’s use, scale, expected traffic, and likely turning movements.
- Internal circulation, parking, drainage, and room for vehicles to turn or queue without creating problems on the public road.
The development’s use and scale will shape the traffic analysis required. Ask the controlling agency what study or traffic information it requires; the applicable threshold and scope are project- and jurisdiction-specific.
3. Screen locations for visibility and geometry
Look for locations where drivers can see approaching traffic and where vehicles entering the property are visible to people traveling on the road. Favor a suitable road alignment and grade, and avoid placing an entrance near a sharp curve, steep grade, or other feature that unnecessarily interferes with safe traffic movement. Where feasible, a driveway should meet the road perpendicularly rather than at a highly skewed angle. FHWA discusses these considerations in its driveway access-management briefing sheet.

Check sight distance for both the driver leaving or entering the site and the driver on the main road. A sight-distance table in the FHWA briefing sheet is attributed to AASHTO’s A Policy on Geometric Design of Highways and Streets (2011). It is guidance from that cited design source—not a universal design value or a replacement for the road authority’s current standard and a project-specific check.
4. Compare access layouts and turn treatments
Evaluate feasible layouts against the traffic they will serve and the corridor around them. FHWA describes access management as a way to manage driveway density and reduce conflicts on and off the public roadway. Options to discuss with the road authority include:

- Consolidated access: Determine whether one well-designed entrance can serve the site instead of several closely spaced driveways. Check that it will not cause internal circulation or queuing problems.
- Spacing: Consider the proposed driveway’s distance from intersections and other access points under the controlling agency’s criteria.
- Movement restrictions: Assess whether limiting some turns, such as using a right-in/right-out arrangement, is appropriate for the site and corridor.
- Turn lanes or median treatments: Consider whether these are warranted by turning movements, traffic conditions, nearby access, and agency standards.
Compare each feasible alternative on visibility and conflict points, roadway operations, internal circulation, pedestrian and bicycle exposure, and permit feasibility. No single treatment is right for every site. FHWA reports a 5–23 percent reduction in all crashes on two-lane rural highways where effective access management has been implemented, citing the Highway Safety Manual in its 2014 briefing sheet. That range describes the stated roadway context; it is not a prediction or guarantee for an individual development.
5. Coordinate vehicle access with walking, cycling, and site operations
Review how pedestrians and bicyclists will encounter turning vehicles, not just how cars and trucks will enter. FHWA states: “Every driveway represents potential conflict points between motor vehicles, pedestrians, and bicyclists.” The agency’s access-management guidance also identifies turning radii, parking, and drainage among access-review considerations.

Make sure the chosen entrance works with the site’s circulation and the vehicles it is expected to serve. A layout that allows vehicle entry but creates a pedestrian conflict, poor turning path, drainage issue, or queue extending onto the road has not resolved the access problem.

Take the preferred location and access alternatives to the controlling road authority while the site plan can still change. Confirm the current permit path, applicable design criteria, required traffic analysis, and any access restrictions or improvements the agency will require.
