The right destination depends on where the project is, what the waste contains, and whether the receiving facility is authorized to accept it. Before work or hauling begins, identify the materials, check state and local requirements, and confirm acceptance with the facility that will receive each load.
Start by checking the rules where the project is located
Federal guidance provides a national starting point, not a permit checklist for every job. State, county, and city requirements may be more stringent, and rules can depend on the project, the building’s history, the material classification, and the destination. Contact the relevant state or local environmental agency early in the project. Then confirm current requirements directly with the intended receiver.
Do not assume that a facility described as a construction and demolition (C&D) landfill accepts every kind of job-site waste. C&D landfills receive specified C&D debris; hazardous waste is not accepted there unless the landfill meets applicable standards and is permitted for it. Ask about the exact material and load, including exclusions, contamination limits, and separation requirements.
Identify and separate the waste before choosing a destination
Make an inventory of the materials expected from the job. Common C&D materials include concrete, wood, asphalt, gypsum, metals, brick, glass, plastics, and building components that may be salvaged. Keep ordinary debris separate from materials that may be regulated or hazardous; appearance alone is not a reliable basis for treating a suspect material as ordinary waste.

EPA identifies asbestos, PCBs, and lead as examples of federally regulated materials in C&D contexts. Other potentially concerning items include lead pipe or lead-paint debris, mercury-containing fluorescent lamps, and waste that may be ignitable or toxic. State waste codes and requirements may differ. If a material or its contents are uncertain, seek the applicable agency or facility instructions before putting it in a mixed debris load.
Choose a route for each material
Reduce waste where practical, preserve or reuse existing building elements when feasible, and look for local recycling or salvage outlets. A material is not recyclable or reusable simply because a facility of that type exists nearby: confirm that there is a local market and that the outlet accepts the material in its actual condition.

On-site reuse may also be subject to state and local requirements. Check those rules before using material elsewhere on the property or at another site.
Confirm the receiver before a load leaves the site
For each waste stream, contact the intended facility before hauling. Describe the material accurately and ask whether the facility is permitted or otherwise authorized for it. Confirm what it accepts, what it excludes, any contamination thresholds or separation rules, and what documentation or transport controls apply. If the facility cannot confirm acceptance, do not treat it as the destination for that load.

Compare landfill, transfer or recycling, and salvage options by authorization, accepted materials, local reuse or recycling outlets, transport and documentation requirements, and the project’s quoted total cost and logistics. There is no reliable national price comparison in the available EPA material; get current local quotes for the actual load.
Transport loads securely and keep required records
Prevent debris and dust from escaping during transport. EPA’s disaster-debris guidance recommends tarping dump trucks. A tarp is a containment measure, not permission to haul or dispose of a load that the receiver cannot legally accept.

Documentation depends on the waste stream and applicable rules. For asbestos-containing waste, EPA’s disaster guidance advises using a landfill allowed to receive asbestos and maintaining waste shipment records. That guidance addresses disaster debris; do not assume its recordkeeping details apply identically to every ordinary renovation or demolition project. Check current requirements for the project and material, and retain records that those requirements call for.

Hiring a demolition or hauling contractor does not automatically remove a responsible party’s compliance exposure. Before work starts, agree on which materials will be separated, where each stream will go, how the contractor will confirm receiver acceptance, and what required records will be provided. A general promise to “haul it away” does not establish that a load will reach an appropriate facility.

- List the expected waste streams and any suspect regulated materials.
- Identify the planned receiver for each stream and confirm acceptance directly.
- Clarify who is responsible for required transport controls and documentation.
- Keep the confirmations and records required for the project’s applicable rules.
A practical checklist before disposal
- Identify the project jurisdiction and contact the relevant state or local environmental agency about current requirements.
- Inventory debris and separate ordinary materials from asbestos, lead, PCBs, mercury-containing lamps, unknown chemicals, and other suspect waste.
- Check whether usable components can be prevented from becoming waste, salvaged, reused, or accepted by a local recycler.
- Confirm that the intended receiver is authorized for each specific stream and accepts the load in its actual condition.
- Arrange secure transport and determine which records or other documentation the applicable rules require.
- If using a contractor, confirm the destinations and recordkeeping responsibilities rather than relying on a generic removal promise.
