Choose an asphalt contractor by comparing written bids for the same scope, verifying licensing and insurance where required, checking comparable work that has weathered for several years, and putting preparation, drainage, schedule, payment, and warranty terms in the contract. The lowest quote is not necessarily the best value if it assumes less removal, base repair, or drainage work.
Start with the site and how it will be used
Ask each contractor to inspect the actual driveway or lot before pricing the work. Explain how the surface is used: for a driveway, note vehicle access and any difficult edges or tie-ins; for a parking lot, describe expected vehicle types, traffic, access requirements, and how much of the facility must remain open during construction.
Ask the contractor to identify existing pavement removal, soft or unstable areas, grading, drainage, access limits, edges, tie-ins, and utility or curb constraints. Request an explanation of the proposed pavement section and base for your site rather than assuming one asphalt thickness suits every project. The Asphalt Pavement Alliance notes that local recommendations vary with climate, materials, and practices; its checklist is useful for oversight, not a substitute for project-specific design. How to compare asphalt contractor quotes
Ask several qualified contractors to price the same described work. A bid is comparable only when its limits, assumptions, and included tasks are clear. Have every estimate state:

- The area and exact limits of work.
- Whether existing pavement will be removed, and how debris will be disposed of.
- Base preparation and how soft or unstable areas will be handled.
- The proposed asphalt section and compacted thickness, with an explanation for the intended use.
- Grading, drainage, edges, and tie-ins.
- Cleanup, anticipated schedule, and any access or staging plan.
- Payment milestones, change-order procedure, and warranty terms.
Do not compare only the bottom-line prices. One contractor may include excavation or base repair that another has left out. Ask each bidder to explain differences and record any agreed scope change or unexpected site condition in writing. NAPA’s driveway guidance recommends discussing project details with contractors; Arizona’s Registrar of Contractors also advises consumers to have key project terms documented. Its guidance is specific to Arizona, so use the regulator for your own location to check local requirements.
Check the company, license, and insurance
Confirm the contractor’s legal identity and check applicable license status and complaint or disciplinary history with the state or local authority that covers the project location. Licensing rules vary by jurisdiction; an Arizona license lookup or another state’s rules do not establish a company’s standing elsewhere.

Ask for written proof of general liability and workers’ compensation coverage. NAPA recommends verifying both. Requirements, limits, and how coverage applies can differ by location and project, so confirm that the documentation is current and relevant to the work.
Inspect older work and speak with references
Request references for projects similar in size and use to yours. Contact the owners and ask whether the work matched the contract, whether the project stayed on schedule, how the contractor handled problems, and whether any issues appeared later. Where practical, visit completed work rather than relying only on photographs.

Older projects can reveal how the pavement has held up after weather and use. NAPA recommends asking for driveway references at least two to three years old. The Asphalt Institute also advises visiting completed projects and speaking with their owners in its driveway paving guide. That guide is older, so treat it as selection advice rather than current local law or a current project specification.
Ask who will do the work and how the job will be managed
Before signing, ask who will supervise the project, whether employees or subcontractors will perform the work, and how the contractor will respond to weather delays or unexpected base problems. Confirm how changes will be priced and who must approve them before extra work begins.

For parking lots, agree on staging, access, and how construction quality and site conditions will be documented. The Asphalt Pavement Alliance checklist recommends monitoring material and workmanship quality and photographing conditions before, during, and after construction. Work out how that applies to your project before paving starts.

The signed agreement should describe the work and its limits, price, permit responsibilities, contractor license number where applicable, services included, and planned start and completion dates. Arizona’s Registrar of Contractors lists these as useful contract details; elsewhere, check your own regulator’s requirements. Include the estimate’s scope, preparation and drainage assumptions, payment milestones, and written process for approving change orders.

Do not rely on the word “warranty” alone. The contract should make clear:
- How long coverage lasts and when it begins.
- Which defects or repairs are covered.
- What is excluded, including any maintenance duties or conditions.
- How and when to notify the contractor of a claim.
- Who will inspect or perform a covered repair, and what remedy is promised.
FHWA distinguishes materials-and-workmanship warranties from performance warranties, which allocate responsibility differently. Its guidance concerns public agency projects; public-project warranty periods and procedures do not automatically apply to a private driveway or parking lot. Warning signs to take seriously
- A price is offered without inspecting the site or explaining the work included.
- The contractor will not provide written scope, insurance proof, references, or a clear payment and change-order process.
- You are pressed to sign immediately or pay before the written terms are settled.
- A door-to-door operator claims to have leftover asphalt from another job and offers a bargain. NAPA specifically warns consumers about this pitch.
Take time to verify the company, compare written bids, and contact references before committing.
A practical decision checklist
Before choosing, compare contractors against the same project facts:

- Grading and water management addressed.
- Comparable references, including older work where available.
- Applicable license status and written insurance evidence verified.
- Named supervision, schedule, and disruption plan.
- Written payment milestones and change-order approvals.
- Warranty coverage, exclusions, claim process, and remedy stated.
Prefer the proposal whose scope is clear, assumptions make sense for your site, and claims can be checked—not simply the one with the smallest number.
