Find and replace yours safely.Free scan · under a minutePlan a bridge-work detour around the construction sequence, not simply around the closed bridge: decide which work phases require a closure, evaluate safe and workable routes for every affected road user, approve and sign the temporary traffic-control plan, coordinate with partner agencies, and prepare to manage incidents or schedule changes. The right route and notice schedule depend on site conditions and the responsible road authority.
1. Define the work sequence and closure window
Start with the construction method, work sequence, safety constraints, and contract schedule. Map when the bridge and approaches will be unavailable, restricted to certain vehicles, or operating at reduced capacity. Identify who can authorize a closure and reopening, and what conditions could extend the closure.
Some tasks may need a full closure while others can proceed with traffic shifted or restricted. The Federal Highway Administration (FHWA) notes that bridge demolition and beam erection typically require closing the roadway beneath the bridge; other activities may be handled with lane shifts or closures depending on the construction method. Compare detours, lane closures, rolling roadblocks, crossovers, and other feasible staging options before selecting an approach. FHWA’s Accelerated Bridge Construction Implementation Guide also identifies high traffic volumes—for example, 40,000 or more vehicles per day—as a consideration that may support evaluating slide-in bridge construction. That figure is illustrative, not a universal threshold for closing a bridge or requiring a detour.
Compare staging options
Where feasible, consider whether traffic can be shifted, a lane retained, a temporary one-way operation used, or a crossover or temporary signal installed. The 11th Edition of the Manual on Uniform Traffic Control Devices (MUTCD), Part 6 discusses temporary signals for one-lane, two-way bridge operations, but says signals should be used only when preferable to alternatives such as revising work staging, using flaggers, using STOP or YIELD signs, or detouring road users.

2. Assess routes and users together
For each candidate route, trace the signed path from the last useful decision point before the closure to the point where travelers rejoin the normal route. Check intersections, turning movements, sight lines, roadway geometry, and operational or capacity constraints using project and local data. Verify applicable bridge and roadway restrictions, and consider impacts on neighborhoods and nearby destinations.
A detour is a multimodal access plan, not just a route for cars. MUTCD Part 6 calls for considering motorists, bicyclists, pedestrians—including people with disabilities—transit, property access, and utilities when planning temporary traffic control. Determine whether these users need different routes or operating arrangements. Plan accessible pedestrian continuity and transit operations at the outset rather than treating them as sign adjustments after the motor-vehicle route is chosen.

There is no universal detour-length limit, delay threshold, or capacity calculation in the cited federal guidance that settles the choice for every bridge. The responsible project team and road authority need site-specific information and engineering judgment to assess whether each route is workable.
3. Prepare the temporary traffic-control and signing plan
Prepare the temporary traffic-control plan before occupying the work zone, following the road authority’s current manual, approved standard drawings, and applicable state and local requirements. The plan should identify the approach warning, route guidance, turns, points where traffic rejoins the existing route, devices and markings, and any operational controls for constrained sections. Check that an unfamiliar traveler can follow the route without guesswork, including at night.

The MUTCD 11th Edition, Section 6I.02 states: “Each detour shall be adequately marked with standard temporary route signs and destination signs.” Its Section 6A.02 also says: “Road user and worker safety and accessibility in TTC zones should be an integral and high-priority element of every project from planning through design and construction.” The responsible public authority must determine which requirements apply and approve implementation.
4. Coordinate with affected agencies and services
Establish a project contact and a coordination list suited to the route’s impacts. Depending on the project, involve the owner agency, city and county road staff, law enforcement, fire and emergency medical services, emergency dispatch, transit providers, school districts, freight operators, neighboring jurisdictions, contractors, public information staff, and traffic management centers. Check for interactions with rail crossings, navigable waterways, utilities, special events, permits, or other operations.

FHWA work-zone guidance identifies emergency services and schools where affected, along with other relevant partners, as coordination considerations. See FHWA temporary traffic management plan examples and FHWA work-zone incident-management guidance. Record who approves the detour, installs and inspects devices, notifies each partner, handles incidents, and authorizes route or schedule changes.
Notification deadlines are jurisdiction- and project-specific. One FHWA example traffic-control plan calls for notifying listed agencies two weeks before implementing its detour; that project note is not a general notice rule.

5. Communicate before and during the closure
Begin communication during early planning. Explain what is closing, when, the planned duration, who is affected, the signed route, and where travelers can find updates. Coordinate news releases and traveler-information channels with agency partners, and contact organizations whose operations depend on the route, such as transit providers, schools, and freight operators.
FHWA’s slide-in bridge guidance describes frequent or daily messages near a bridge before a closure, but the timing and channels should be selected for the project and jurisdiction. A historical FHWA example—the Caltrans Bay Bridge closure during Labor Day weekend in 2007—shows the scale a major closure plan can require: the planned closure lasted 81 hours, and the traffic-management plan included public outreach, traveler information, incident and emergency response, additional transit service, and statewide notices more than four months ahead. Those figures describe that project, not a recommended closure duration or universal advance-notice period. 6. Plan for incidents and extended closures
Identify a reserve route or other contingency for a closure that lasts longer than planned. Decide how responders will reach incidents, how blockages on the detour will be cleared, who provides traveler updates, and how an approved route change will be communicated. Keep incident procedures compatible with the work zone and its approved traffic-control plan. FHWA’s work-zone incident-management guidance describes coordination among agencies, contractors, emergency services, transit, media, and other relevant partners.
7. Monitor and adjust during construction
Assign people to oversee day-to-day operation of the temporary traffic-control setup. Monitor queues, confusing turns, access problems, incidents, and effects on transit and local roads. Define how staff report a problem, determine whether a change is needed, secure the required approval, and inform travelers and partners. Set performance thresholds using local route and project data; the cited federal guidance does not prescribe universal thresholds.
