Airport Runway vs. Road Pavement: How Design Requirements Differ

Runways and roads share layered pavement principles, but aircraft loading and runway operating-surface demands call for different design requirements and methods.

Runways and roads are both layered pavements built to transfer traffic loads into the ground, but they are designed for different vehicles and operating conditions. Aircraft weight, landing-gear configuration and traffic patterns shape runway design; road design accounts for vehicle and axle traffic under the requirements of the responsible agency. Runways must also provide a smooth, skid-resistant, all-weather surface that is clear of debris hazardous to aircraft. The result is that neither pavement can be designed by simply borrowing the other’s thickness.

What runway and road pavements have in common

Both are engineered pavement systems: the subgrade supports constructed layers, and the properties of those layers, the applied loads, climate and water conditions all affect performance. The FAA identifies subgrade, paving materials, applied loads and climate as interacting inputs to airport pavement design. FHWA describes roadway mechanistic-empirical design in terms of traffic, environment and other inputs used to calculate pavement responses and estimate performance and distress.

That shared foundation does not make the design methods interchangeable. Each pavement must be designed for its own traffic, site conditions, operating demands and governing requirements.

How the design requirements differ

Traffic and loading Aircraft gross weight, landing-gear type and configuration, traffic volume and distribution, and subgrade strength are design considerations. FAA AC 150/5320-6G is the current FAA design and evaluation guidance. Roadway methods evaluate vehicle traffic. FHWA’s description of the NCHRP 1-37A method includes actual wheel-load magnitudes and frequencies by axle configuration and season. FHWA’s NCHRP 1-37A reference describes that method.
Structural inputs Subgrade, pavement materials, aircraft loads and climate interact in the design. Mechanistic-empirical methods consider traffic, environment, materials, subgrade and pavement response and performance; specific procedures depend on the agency and project.
Surface operation The FAA describes airport pavement as needing to be firm, stable, smooth, skid-resistant, suitable for year-round, all-weather use and free of debris that propeller wash or jet blast could move. Road-surface criteria depend on the responsible authority and design method. The cited FHWA material does not establish one universal criterion for every road.
Water and drainage FAA guidance specifically addresses surface storm and subsurface drainage for paved runways, taxiways and aprons, as well as skid-resistant surfaces. Water and drainage conditions are among the factors considered in roadway pavement performance and design.
Design tools and guidance The FAA identifies FAARFIELD as an airport pavement design program and lists AC 150/5320-6G as active guidance. FHWA provides roadway pavement design resources, including discussion of mechanistic-empirical methods and AASHTO implementation. Approaches are not identical across all authorities.

Why aircraft loading calls for a different design

An aircraft’s total weight alone does not describe the load imposed on a runway. The landing gear determines how that weight reaches the pavement; the gear type and configuration, load distribution, number and pattern of operations, and subgrade strength also matter. FAA guidance treats these as design considerations alongside materials and climate.

Roadway design represents traffic differently. In the FHWA-described NCHRP 1-37A mechanistic-empirical method, load spectra describe distributions of actual wheel-load magnitudes by axle configuration and season. The method uses traffic, environmental and other inputs to calculate pavement responses and estimate distress, such as fatigue cracking. This is an established roadway-design framework, not a claim that every road agency uses the same software or procedure.

Why runway surface requirements go beyond load support

A runway is part of an aircraft’s operating environment, not just a structure that carries weight. FAA guidance describes airport pavement as needing a firm, stable and smooth surface with skid resistance, suitable for operation throughout the year and in all weather. It must also be free of loose debris that propeller wash or jet blast could move or pick up.

These surface demands connect design with inspection and maintenance. FAA advisory circulars separately address the design and construction of skid-resistant airport pavement surfaces, pavement evaluation with or without friction-measuring equipment, and maintenance. The FAA’s advisory circular index lists airport pavement design, drainage and skid-resistance guidance.

How drainage and climate affect both systems

Water and climate influence pavement behavior in both settings. The FAA’s AC 150/5320-5D addresses airport surface storm drainage and subsurface drainage for paved runways, taxiways and aprons. In roadway design, FHWA’s mechanistic-empirical references treat environmental conditions as inputs connected to pavement response and predicted distress.

The engineering principle is shared, but the operational setting and applicable guidance differ. Runway drainage must serve the airport’s paved movement areas; road drainage and performance criteria are governed by the roadway authority and project.

Which guidance applies?

For U.S. airport pavement design and evaluation, the FAA lists AC 150/5320-6G, Airport Pavement Design and Evaluation, dated June 7, 2021, as active guidance. The FAA’s pavement design page points to FAARFIELD.

For roads, FHWA’s pavement resources describe roadway design methods, including mechanistic-empirical practice and AASHTO implementation information. Road procedures and criteria can vary by agency and project. FAA and FHWA guidance is U.S.-specific and should not be treated as a universal international standard.

Why there is no simple thickness comparison

There is no universal rule that every runway is thicker than every road, or vice versa. Thickness depends on a project’s traffic, gear or axle loads, load frequency and distribution, subgrade, materials, climate, drainage and performance requirements. A valid comparison requires the design assumptions and method for each specific project; layer thicknesses should not be transferred between a runway and a road as if they were equivalent applications.
