Refreezing itself does not automatically make a properly handled turkey unsafe. However, thawing can release moisture, and another freeze-thaw cycle may reduce texture and juiciness. Use well-sealed freezer packaging to limit freezer burn and additional moisture loss, but remember that packaging cannot correct unsafe temperature exposure.
What to do based on the thawing method
Refrigerator thawing: refreeze or cook
Refrigerator thawing is the safest method when you may need to refreeze the turkey. Keep the bird in a tray or container so raw juices do not drip onto other foods. If the refrigerator remained at 40°F or below, you can refreeze the raw turkey or cook it within one to two days after it finishes thawing.
If you refreeze it, seal it tightly in its original packaging if intact, or overwrap it with freezer-safe wrap and place it in a freezer bag or other suitable airtight packaging. Freeze it at 0°F or below. The turkey may still be safe without perfect packaging, but better packaging helps protect quality.
Cold-water thawing: cook immediately
Do not refreeze a raw turkey that was thawed in cold water. USDA guidance is to cook it immediately after it thaws. During cold-water thawing, keep the turkey in airtight packaging or a leak-proof bag and change the water every 30 minutes so it stays cold.

After cooking, promptly refrigerate the leftovers. Cooked turkey can be frozen for longer storage, although about four months is the typical freezer period cited for best quality.
Microwave thawing: cook immediately
A microwave can warm or partially cook some parts of the turkey while other areas remain frozen. For that reason, cook the turkey immediately after microwave thawing rather than holding it in the refrigerator or refreezing it raw.
Counter or warm-water thawing: do not refreeze
Do not thaw a turkey on the counter or in warm water. The outside can enter the bacterial growth range while the center is still frozen. A turkey that is frozen in the middle is not necessarily safe if its outer layers have been warm for too long.
Perishable food should not remain at room temperature for more than two hours, or more than one hour when the surrounding temperature is above 90°F. If the turkey exceeded those limits, discard it rather than trying to refreeze or cook it. If you cannot establish how long it was warm, the safest decision is also to discard it.

How long does it take to thaw a turkey in the refrigerator?
Allow approximately 24 hours for every 4 to 5 pounds of turkey. These whole-turkey estimates are useful for planning:

Put the turkey on a rimmed tray or in a container before placing it in the refrigerator. This helps prevent raw juices from contaminating shelves and nearby food.
Check the actual refrigerator temperature
A refrigerator dial marked “cold” does not confirm the temperature inside the appliance. The refrigerator should be at or below 40°F, and the freezer should be at approximately 0°F. An appliance thermometer is more dependable than guessing from the dial or from how cold the turkey feels.
If you are unsure whether your refrigerator stayed cold enough, a refrigerator/freezer thermometer can help you verify the appliance temperature. It helps establish the temperature condition, but it cannot make food safe after a known period of prolonged warming.
FDA guidance recognizes that food still containing ice crystals or measuring 40°F or below may be refrozen or cooked. That checkpoint is useful, but it does not erase the importance of the full handling history. A turkey that sat warm for too long is not made safe simply because it later feels cold or develops ice crystals again.

If cooking is safer than refreezing
Cooking is the correct next step when the turkey was thawed in cold water or a microwave. It is also a practical choice when the turkey was safely thawed in the refrigerator but you no longer want to refreeze it.
Cook turkey to a minimum internal temperature of 165°F. For a whole turkey, measure in the thickest part of the breast and the innermost parts of the thigh and wing. Do not let the thermometer probe touch bone, because that can distort the reading.
After cooking, refrigerate leftovers promptly in shallow containers. Cooked turkey keeps in the refrigerator for three to four days and can be frozen for about four months for best quality.

Common refreezing mistakes
- “It is still frozen in the middle, so it is safe.” Not necessarily. The outside may have been warm enough for bacteria to multiply while the center remained frozen.
- “Cold-water thawing is equivalent to refrigerator thawing.” It is not. Cold-water-thawed turkey should be cooked immediately rather than refrozen raw.
- “I can smell it to see whether it is safe.” Smell and appearance are unreliable. Unsafe food can look and smell normal.
- “The refrigerator dial is set cold, so the temperature is fine.” Verify the actual temperature with an appliance thermometer.
- “Refreezing always makes turkey unsafe.” Not by itself. Properly refrigerator-thawed turkey can be refrozen, although its quality may suffer.
Quick decision checklist
- Identify the thawing method. Refrigerator thawing is the only method in this guide that permits raw refreezing.
- Confirm the temperature. The refrigerator must have stayed at or below 40°F.
- Check the time. A fully thawed turkey can generally remain refrigerated for one to two days before cooking or refreezing.
- Check for warm exposure. If it was on the counter or above safe temperatures for more than two hours—or one hour above 90°F—discard it.
- Choose the safest next step. Refreeze a properly refrigerator-thawed turkey, or cook a turkey thawed in cold water or the microwave immediately.
When the thawing method, time, or temperature cannot establish that the turkey stayed safe, do not rely on smell, appearance, or later refreezing. When in doubt, throw it out.
