No food literally lasts forever: the USDA Food Safety and Inspection Service says, “All foods eventually spoil if not preserved.” But many foods can be stored safely at room temperature before opening, making them useful for a pantry or emergency supply. The practical goal is to choose foods your household will eat, store them as directed, and rotate them—not to rely on an “expiration-proof” list.
What “shelf stable” means—and what it does not
A shelf-stable food can be stored at room temperature until opened, provided it does not require refrigeration beforehand and is kept according to its label. That describes where and how a food can be stored; it does not mean the food is immune to spoilage or will remain good indefinitely. The USDA lists rice, pasta, flour, sugar, spices, oils, canned and bottled foods, and foods in aseptic or retort packaging as examples. Its guidance does not assign one storage life to every food in those categories.

Food date labels also need context. USDA says most food date labeling is not required by federal regulations, with exceptions including infant formula and some baby food. Dates are generally about quality, and the United States has no uniform or universally accepted food-date system. Follow the package instructions and assess the food and container; a date label is not a reason to disregard damage or signs of spoilage.

24 shelf-stable foods to consider stocking
These are practical categories, not a promise that each item lasts for a fixed period. Storage life varies by product, packaging, and conditions; use the manufacturer’s instructions where the USDA does not give a category-specific period.

Dry staples
- Rice: A versatile base for meals. USDA gives rice and dried pasta a two-year pantry storage period; this is a general chart recommendation, not a guarantee for every package.
- Dried pasta: Easy to store, but usually needs cooking water and heat. USDA lists the same two-year pantry period for rice and dried pasta.
- Flour: Useful for baking and thickening. Keep it dry and follow the product’s storage directions; the cited USDA chart does not state a specific period for flour.
- Dried beans: A shelf-stable source of meal ingredients, but preparation typically requires water and cooking. USDA identifies dried beans and peas as dried foods; it does not give them a specific period in the cited chart.
- Dried peas: Another cooking staple that can add variety to meals. Plan for the water and time needed to prepare them.
- Dry cereal: Can be eaten without cooking, which is useful when preparation options are limited. Choose varieties household members will actually eat.
- Granola: Ready to eat and useful as a snack or simple meal component. Check the package for storage instructions.
- Crackers: Require no cooking and pair with canned foods or spreads. Keep the package sealed and dry.
- Sugar: Useful for cooking and sweetening. Store it as directed and keep moisture out.
- Spices: Add flavor and variety to stored meals. The USDA identifies spices as shelf stable, but the cited chart does not provide an item-specific storage period.
Dried and powdered foods
- Dried fruit: A ready-to-eat snack that does not need cooking. Follow the package directions after opening.
- Dried vegetables: A lightweight ingredient for meals; some products require water and cooking to rehydrate.
- Powdered milk: Can provide a milk option without storing a refrigerated carton, but check the product’s preparation and water requirements.
- Protein bars: FEMA includes protein bars among emergency-food examples. Their storage period is product-specific, so check the packaging.
- Fruit bars: Ready-to-eat and portable. Choose products with instructions and packaging suited to your storage conditions.
Canned, bottled, and packaged foods
- Canned meat: Ready-to-eat varieties can require little preparation. USDA’s chart gives low-acid canned goods, including canned meat and poultry, a two-to-five-year pantry period.
- Canned poultry: Another ready-to-eat option. The USDA’s two-to-five-year figure applies to the low-acid canned-goods category, not a guarantee that every can remains safe regardless of condition.
- Canned fish: USDA lists shelf-stable canned fish as an emergency-food option. Check the product label and inspect the can before use.
- Canned beans: A convenient alternative to dried beans when cooking time, water, or fuel is limited. USDA includes canned beans among low-acid canned goods, for which its chart gives two to five years.
- Canned vegetables: Useful as a meal ingredient or side. USDA places several vegetables in the low-acid canned-goods category, with a chart period of two to five years.
- Canned soups: Can make a simple meal, though preparation or added water may depend on the product. USDA includes soups in its two-to-five-year low-acid canned-goods category.
- Canned fruit: Can be eaten with little preparation. USDA lists fruit among high-acid canned goods, with a chart period of 12 to 18 months.
- Canned tomatoes: A versatile cooking ingredient. USDA lists tomatoes in the high-acid canned-goods category, for which its chart gives 12 to 18 months.
- Juice drinks: USDA includes small juice drinks in its emergency-food suggestions; its shelf-stable chart also lists juices among high-acid canned goods, with a 12-to-18-month period for that category.
The USDA storage periods above are general recommendations from its chart; the page does not state a publication year for those figures. They are not a promise that every container is safe to eat for that length of time. Inspect packaging and follow product-specific instructions.
How to choose foods for an emergency supply
For a kit, convenience matters as much as storage life. FEMA recommends at least a three-day supply of nonperishable food and favors options that need no refrigeration, little preparation, and little or no water. Its examples include ready-to-eat canned meats, peanut butter, protein or fruit bars, and dry cereal or granola. USDA also suggests dried fruit, canned fruit or vegetables, canned meat, poultry and fish, peanut butter and jelly, cereal, granola bars, crackers, nonfat dry milk, and small juice drinks.

- Pick foods people will eat. A stockpile is more useful when it fits your household’s tastes and routines.
- Account for household needs. USDA recommends including infant formula, pet food, and foods for special diets where needed.
- Consider water, heat, and preparation. Dry staples can be useful, but may be less practical if you cannot cook or spare water. Include ready-to-eat options.
- Plan to open the packages. If you stock cans, keep a manual can opener with the food supply.
- Rotate the supply. USDA recommends refreshing emergency food periodically. Use older items first and replace them with new stock.
Store food safely and check packages
USDA recommends storing canned foods and other shelf-stable products in a cool, dry place. For canned goods, temperatures below 85°F are best. Avoid heat, dampness, and temperature extremes. Do not buy cans that are bulging, rusted, leaking, or deeply dented.
Storage conditions affect how well food keeps, and opening a package changes the equation: follow the label for refrigeration and use after opening. Do not treat a general shelf-storage period as permission to use food in a damaged container or food that shows signs of spoilage.

Include outage realities in your plan
An emergency pantry does not replace safe refrigeration for foods that normally need to stay cold. USDA says an unopened refrigerator keeps food safely cold for about four hours during a power outage. That is an approximate outage figure, not a storage period for shelf-stable products. Choose foods you can eat without relying on refrigerated ingredients, and keep a manually operated can opener if canned food is part of the supply.
