Before commissioning drawings or requesting construction bids, prove that a new data center is necessary, define the capacity the business actually needs, and confirm that the proposed site and infrastructure can support it. The three foundational questions are: What do you already have? What will the business require? and What technology and physical environment must the facility support?
This framework is based on the three-part approach outlined by Data Center Knowledge, expanded for current construction decisions involving high-density computing, utility constraints, phased expansion, commissioning, and lifecycle cost.
First, prove that building is the right answer
A new facility may provide control, security, geographic reach, predictable long-term capacity, or specialized infrastructure. It also creates a major, long-term obligation: land, permits, utility contracts, mechanical and electrical systems, staffing, maintenance, equipment refreshes, and eventual expansion or decommissioning.

- Lease additional capacity from a colocation provider
- Use managed hosting or private cloud
- Move suitable workloads to public cloud
- Adopt a hybrid model
- Deploy a smaller, modular facility in phases
Building may still be justified when sovereignty, latency, specialized hardware, physical control, regulatory requirements, or stable high utilization outweigh the flexibility of leased infrastructure. But the decision should be documented rather than assumed.
A practical go/no-go test
Do not advance to detailed design until the project team can show:
- A validated workload and capacity forecast
- A documented comparison of build, expansion, colocation, cloud, and hybrid options
- Confirmed utility power and telecommunications feasibility
- Defined availability, recovery, security, compliance, and sustainability requirements
- A preliminary total-cost-of-ownership model
- A phased expansion plan with measurable triggers
- An operations, staffing, maintenance, and commissioning strategy
Thing one: Understand what you already have
The first step is an evidence-based assessment of existing facilities and hosting arrangements. The relevant question is not simply whether the current building has empty floor space. It is whether it has usable capacity in every system that matters.

Inventory current capacity and constraints
- Usable white-space area
- Installed racks and available rack positions
- Current, average, and peak IT load
- Available UPS, generator, switchgear, transformer, and distribution capacity
- Cooling capacity and actual thermal performance
- Utility capacity and contractual limits
- Carrier diversity and physically diverse fiber routes
- Fire detection, suppression, and life-safety systems
- Physical access controls, surveillance, and visitor management
- Monitoring, alarms, and building-management systems
- Maintenance and outage history
- Lease terms, renewal dates, and expansion rights
- Staffing levels, specialist skills, and coverage gaps
- Known single points of failure
Empty floor area may be unusable because the site lacks electrical service, cooling, structural loading, network connectivity, fire-protection capacity, permitted expansion rights, or staff coverage. Model space, power, cooling, connectivity, and operations separately.
Assess expansion risk, not just expansion cost
Expansion within an operating facility can be less expensive and faster than a new build, but construction work may introduce outage risk. Ask:
- Can construction be isolated from live critical systems?
- Can electrical and mechanical systems be expanded without taking required capacity offline?
- Will the existing structure, floor loading, fire protection, and egress support the addition?
- Can the site accommodate new generators, fuel storage, cooling equipment, transformers, and network entrances?
- Will expansion preserve maintenance access and the intended redundancy model?
The original framework recommends examining the age and condition of the current facility, its ability to support present and forecast demand, expansion feasibility, outage risk, and the cost of alternatives. Those questions remain an appropriate starting point.

Thing two: Translate business plans into infrastructure demand
A data center should be designed around business outcomes, not a generic number of racks. Begin by documenting the applications, services, and processes the facility must support.
Define the business requirements
- Which revenue-generating or mission-critical processes depend on the facility?
- What availability and service-level objectives apply?
- What are the maximum tolerable downtime and data-loss limits?
- What recovery time objectives and recovery point objectives are required?
- Where may data be stored and processed?
- Which industry, contractual, or jurisdictional controls apply?
- What latency is required for users, sites, devices, and paired facilities?
- Is geographic separation required for disaster recovery?
- Are mergers, acquisitions, product launches, or geographic expansion likely?
- Will demand be steady, seasonal, or driven by uncertain growth in AI and high-performance computing?
The source article recommends reviewing how IT requirements changed over the previous three to five years and considering how the business may change over the next five to ten years. These are planning prompts, not universal forecasting rules. Long-range scenarios should guide land, utility, and pathway reservations without automatically forcing the organization to build all future capacity immediately.
Use three demand scenarios
Build at least three cases:

| High | Accelerated growth, acquisitions, or dense workloads | Reserved land, utility, pathways, cooling, and construction triggers |
For each case, model racks, kilowatts per rack, total IT megawatts, cooling demand, network ports and bandwidth, storage growth, staff requirements, UPS and generator capacity, and phase dates. Forecasting racks without forecasting kilowatts is a common way to produce an underpowered building.
Thing three: Design around the real technology and physical environment
Once requirements are known, characterize the equipment and environmental conditions the facility must support. The design basis should cover current equipment and credible future deployments.
Inventory workloads and equipment
- General-purpose servers and virtualization clusters
- Storage systems and backup infrastructure
- AI accelerators, GPU servers, and high-performance computing
- Network and telecommunications equipment
- Tape or removable-media systems
- Edge and low-latency deployments
- Hardware-refresh cycles and temporary migration equipment
- Equipment with unusual voltage, airflow, water, or structural requirements
Plan for rack-density uncertainty
Average rack density can conceal a future high-density zone. Establish minimum, expected, and maximum rack-density profiles. Then determine whether the facility can support the maximum credible load without major reconstruction.

- Dedicated high-density rooms or zones
- Electrical distribution sized for later increases
- Cooling capacity that can be expanded independently
- Structural and floor-loading review
- Liquid-cooling readiness where equipment requires it
- Clear thresholds for when conventional air cooling is no longer adequate
Air cooling, direct-to-chip liquid cooling, rear-door heat exchangers, immersion cooling, and hybrid systems have different requirements for maintenance, water, controls, leak detection, space, and operating skills. No single approach is correct for every workload or climate.

Power architecture
Confirm utility-side feasibility before committing to a site. A nearby substation does not prove that the utility can deliver the required capacity on the project schedule.
Evaluate:
- Utility service voltage, available capacity, tariff structure, and delivery date
- Primary and alternate feeds
- Substation and medium-voltage switchgear requirements
- Transformers and facility distribution
- UPS topology, battery technology, autonomy, and maintenance bypasses
- Generators, fuel storage, replenishment, emissions, and emergency access
- Automatic transfer systems
- Busway or cable distribution to racks
- Grounding, bonding, power quality, and selective coordination
- Capacity reserved for later phases
- Black-building and recovery procedures
Use precise capacity definitions. Connected capacity, contracted capacity, installed capacity, available capacity, usable capacity, and reserved future capacity are not interchangeable.
A building can have substantial utility service and still lack usable capacity because of UPS configuration, generator loading, cooling-plant limits, distribution bottlenecks, maintenance reserves, redundancy requirements, or power-quality constraints.
Cooling and environmental systems
Develop a workload-based thermal model that includes peak—not only average—heat output. Review:
- IT load by room and rack
- Supply and return temperatures
- Airflow containment and management
- Humidity control
- Cooling redundancy and maintenance isolation
- Chilled-water or refrigerant systems
- Economization potential
- Cooling-tower, treatment, and water requirements
- Liquid-cooling readiness and leak detection
- Extreme-weather operation
- Heat-rejection, noise, and environmental-permitting constraints
Climate and water availability can change the best design. Dry regions may limit water-intensive cooling. Hot climates can reduce efficiency during peak conditions. Cold climates require freeze protection and water-treatment planning. Mixed-density rooms may need more than one cooling strategy.
Fire protection and physical security
Coordinate fire and security design with the authority having jurisdiction, insurer, building requirements, equipment hazards, and applicable current standards. Do not assume that one suppression or security arrangement is universally compliant.

Review:
- Detection, alarm, and suppression systems
- Battery-room and generator hazards
- Fuel storage and compartmentation
- Egress and life-safety provisions
- Perimeter protection and controlled access zones
- Mantraps, visitor management, CCTV, and security operations
- Separation of critical rooms
- Protection of network entrances and meet-me rooms
- Contractor access and chain-of-custody procedures
- Insider-threat controls
Network and telecommunications
Power without resilient connectivity is not a resilient data center. Require multiple carriers where appropriate, physically diverse entrance paths, and diverse points of entry. Evaluate meet-me-room design, cloud on-ramps, backbone proximity, latency to users and paired sites, out-of-band management, and restoration after a fiber cut.

Site selection should begin after the business and technical assessment, but before detailed design. Evaluate the whole operating environment:
- Utility capacity, interconnection process, delivery schedule, reliability, and price
- Transmission and substation infrastructure
- Fiber routes and carrier diversity
- Distance from users and other facilities
- Flood, wildfire, earthquake, hurricane, tornado, extreme-heat, and winter-weather exposure
- Water availability, restrictions, and long-term risk
- Land cost, expansion rights, and campus layout
- Zoning, permitting, environmental review, and tax incentives
- Skilled labor, contractors, service providers, and emergency access
- Fuel delivery and storage logistics
- Surrounding land use, security, noise, and traffic impacts
Make utility-confirmed power availability a formal go/no-go criterion. A parcel can be physically suitable yet unusable on the required timeline if electrical interconnection or telecommunications delivery is uncertain.
Model lifecycle cost, not just construction cost
A low initial construction estimate can conceal expensive operating constraints. Compare alternatives using the same assumptions for utilization, growth, resilience, geography, contract terms, and migration.

Compare owned construction with expansion, colocation, cloud, and hybrid architectures. Cloud and colocation comparisons must account for utilization, network and egress charges, minimum commitments, migration work, remote hands, cross-connects, expansion terms, and exit costs. Vendor pricing is workload- and location-dependent.

Plan construction, commissioning, and operations together
Construction completion is not the same as operational readiness. Establish the owner’s project requirements and basis of design, then carry them through design review, procurement, construction, testing, and handover.
Required project controls
- Owner’s project requirements
- Basis of design and design reviews
- Constructability and maintainability reviews
- Procurement planning for long-lead equipment
- Factory acceptance testing
- Site acceptance testing
- Integrated systems testing
- Failure-mode and maintenance testing
- As-built drawings and equipment records
- Operating and emergency procedures
- Maintenance contracts and spare-parts strategy
- Staff training and alarm escalation procedures
- Warranty administration and handover criteria
- Periodic testing after occupancy
Define what “redundant” means in operational terms. Does the design permit maintenance without interruption? Can a component failure be isolated? Are simultaneous failures in scope? Can the operations team safely execute the procedures? Availability labels do not replace a failure-scenario analysis or a second-site recovery plan.
A pre-construction decision checklist
Before authorizing detailed design or construction bidding, confirm that the project team has:

- Existing-facility assessment: Measured space, power, cooling, network, security, fire protection, staffing, and outage constraints.
- Load forecast: Low, base, and high scenarios for racks, density, IT megawatts, cooling, bandwidth, and storage.
- Site feasibility: Written utility and connectivity assessments, hazard review, water analysis, permitting pathway, labor review, and expansion plan.
- Technical basis: Defined power architecture, cooling strategy, network diversity, security, fire protection, monitoring, and future-density provisions.
- Resilience objectives: Documented failure scenarios, maintenance requirements, recovery objectives, and geographic dependencies.
- Lifecycle economics: CapEx, OpEx, staffing, energy, water, maintenance, refresh, expansion, and decommissioning costs.
- Operations plan: Staffing, training, procedures, spares, maintenance coverage, monitoring, and escalation ownership.
- Commissioning plan: Acceptance criteria, integrated testing, failure-mode testing, documentation, and handover requirements.
- Phasing strategy: Construction triggers that prevent paying for capacity years before demand exists.
Stop the project if utility delivery is unconfirmed, the demand forecast is unsupported, the alternative analysis is incomplete, or the proposed design cannot accommodate credible future density. A staged plan is often safer than building immediately for the most optimistic scenario.
The original three-part framework—existing facilities, business needs, and the data-center and technology environment—remains useful. Its value is greatest when it is treated as the beginning of a formal decision gate rather than as a checklist completed after the site and building concept have already been chosen.
